SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Training Support, Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, Military Sealift Command, and the United States Marine Corps compete their service requirements amongst 2400+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform.

Who Can Use It?

The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) use this vehicle to contract for their service requirements. The USN's Virtual SYSCOM (VS) Command to include all NAVSEA, NAVAIR, SPAWAR, and NAVSUP procuring agencies. All US Navy and Marine Corps Commands and Defense Threat Reduction Agency (DTRA).

How Does It Work?

The SeaPort-e marketplace provides end-to-end government to contractor support for the procurement of services from the definition of requirements to contract close-out in a completely paperless and secure environment. The portal is web-based allowing requirements to be defined and proposals to be solicited, submitted, and evaluated from any location. The TO RFP is published for competition to prime contractors qualified in the Zone that the work is to be performed. Legally binding digital signatures, which have been defined by the electronic processes, are used to execute task orders. Finally, solicitations, task orders and other contract documents are captured in an electronic resource library to provide models for future procurements.

In general, customers identify in what Zone the work is to be performed, create their standard solicitation package and upload through the SeaPort-e portal. Through the portal, the TO RFP is published for competition to those prime contractors qualified in the Zone where the work is to be performed. Prime contractors, qualified in that zone, submit their proposals through the SeaPort-e portal for evaluation. The Customer evaluates the proposals, and makes an award.

What You Can Expect As our customer

Contract Flexibility: Customers can use SeaPort-e for large, complex, high value training support services, or to procure small dollar value procurements less than $5,000,000 with a ten page or less RFP package.

Fast Timelines: Procurements on SeaPort-e typically occur in 5-30 days and are approximately 12- 20 days in duration. Customers determine the procurement timeline, and contractors can respond with their proposals to quick, 10 day or less RFP response times.

Minimal Documentation: Standard contract clauses, terms and conditions, and solicitation data such as Section K (Reps & Certs) are covered by the all-encompassing SeaPort-e contract thereby eliminating the need to recreate them for each acquisition.

Automatic Opportunity Notification: Seaport-e contract synopsis and procurement intentions are only announced to SeaPort-e prime contractors and their team members through automatic e-mailings.

Quality Assurance
